CPS Energy provides electric and gas service in San Antonio and is owned by the City of San Antonio. CPS Energy has not opted into retail competition, so excess energy from a home solar system can only be sold back to CPS Energy.

Each month the surplus solar energy your home sends to the grid is subtracted from the energy CPS Energy delivers, and you are billed for the net amount. If you send out more than you receive in a month, the difference becomes an Excess Generation credit applied to the next bill, and any remaining credit carries over.

Your registered solar contractor submits the solar application packet to CPS Energy, which must approve it before installation begins. A state licensed master electrician registered with the City then gets a solar photovoltaic permit from the Development Services Department through BuildSA, and after the City inspection passes, CPS Energy performs a commissioning test, sets the PV meter and grants permission to operate.

The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
