Net metering does not remove the customer charge or other billing provisions of the home's rate.
The Building Division of the City of St. Charles Community Development Department lists solar panels among projects that generally require a permit, and its building permit application, which has a Solar Panels box, can be emailed with plans to Building@stcharlescitymo.gov or dropped off or mailed to Community Development at City Hall. The application says city ordinances require the general contractor, electrician, plumber and HVAC contractor to be licensed and bonded with the city, and that permits can be reviewed but not released until all trades are added, licensed and verified. Ameren's tariff also requires the homeowner to show Ameren the local permit number and approval before the system is interconnected.
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
