ComEd, the Commonwealth Edison Company, serves Aurora, which is listed among the cities covered by ComEd's Schedule of Rates on file with the Illinois Commerce Commission. Residents in the city's electric aggregation program get their electricity supply through the city's contracted supplier, but the city says their billing and service remain the same, with a monthly invoice from ComEd, which stays responsible for the wires, poles and outage restoration.
For solar connected on or after January 1, 2025, ComEd's Rider POGNM credits extra power sent to the grid against the Supply section of the bill, and homes on ComEd's Basic Electric Service supply can take kilowatt hour credits, which the tariff lets build up over the life of the system, or a monthly monetary credit. ComEd advises homes that buy supply from another supplier, which includes homes in the city's aggregation program, to ask that supplier how supply credits are provided. Under the Rider POGNM update effective September 14, 2026, a home with a battery connected on or after June 1, 2026 must be on a time based supply rate, such as ComEd's hourly or time of use pricing, to take net metering.
The Division of Building and Permits in the City of Aurora's Development Services Department, at 77 S Broadway, issues solar permits using the city's residential and commercial Solar Application, which covers rooftop and on grade systems and can be filed through the city's eTRAKiT online portal. The application calls for electrical and structural drawings stamped by a licensed design professional, and the general and electrical contractors must be licensed and registered with Aurora before the permit is issued. A third party inspection report on the completed installation must be delivered before final inspection approval.
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
