ComEd delivers electricity to homes in Rockford, which appears on the list of cities covered by ComEd's schedule of rates filed with the Illinois Commerce Commission. Under the city's electric aggregation program, which runs 24 months starting with the June 2026 ComEd meter read, participating homes buy electricity supply from another supplier but still get a single monthly bill from ComEd, and the power still travels over the distribution system ComEd operates.
For new net metering customers since January 1, 2025, ComEd's Rider POGNM credits extra solar power sent to the grid only against charges in the Supply section of the bill, a customer buying supply from ComEd at fixed prices chooses a kilowatt hour credit or a monetary credit, and ComEd says these credits do not expire. Homes that interconnected by December 31, 2024 can keep full retail rate net metering, which offsets supply, delivery, and taxes and fees, for the life of the system. A home buying supply from another supplier, including through Rockford's aggregation program, gets its supply credit from that supplier rather than from ComEd, and ComEd tells those customers to check with their supplier on how the credits are provided.
Inside Rockford city limits, Construction and Development Services in the city's Community and Economic Development Department handles solar permits, and both the building permit and the electrical permit can be applied for online. The city says it processes residential rooftop solar permits in three business days or less once all required information is submitted, the electrical contractor must be registered with the City of Rockford, and the application asks for a signed letter of intent from the homeowner.
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
