How solar works here

The Los Angeles Department of Water and Power, a city owned utility, provides electricity to homes in the City of Los Angeles, and Southern California Edison describes its own service area as excluding the City of Los Angeles.
LADWP is not part of the CPUC Net Billing Tariff and credits solar under its own Net Energy Metering Rider, so when a home sends more power to the grid than it draws in a billing period, the credit is calculated using the energy pricing of the customer's rate schedule and carried forward to later bills.
The homeowner or contractor submits an LADWP interconnection application for the system, and the Los Angeles Department of Building and Safety (LADBS) issues the building permit, with qualifying rooftop systems on one and two family dwellings available to contractors as online express permits.

Common questions in Los Angeles

Does NEM 3.0 apply to LADWP customers?

No. The CPUC Net Billing Tariff applies to customers of PG&E, SCE and SDG&E. LADWP is a city owned utility and credits solar under its own Net Energy Metering Rider.

What happens to leftover solar credits on an LADWP account?

LADWP applies a credit balance to later bills, except taxes and minimum charges, and only on the bill for the meter that measured the excess energy. If a credit balance remains when the customer ends service, the rider says it is set to zero with no further compensation.

Which rooftop systems qualify for an LADBS express solar permit?

Per the LADBS express permit bulletin, rooftop systems on one and two family dwellings of 10 kW or less that meet its equipment criteria are issued online, for contractors only. Systems that do not meet those criteria go through the regular route.

Is there still a federal tax credit for home solar?

The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
