How solar works here

The Sacramento Municipal Utility District, a community owned utility serving Sacramento County, provides electricity to homes in Sacramento, and the city's residential solar permit process calls for a SMUD interconnection letter.
Solar customers approved to interconnect on or after March 1, 2022 are on SMUD's Solar and Storage Rate, which credits every kilowatt hour exported to SMUD at one export compensation rate regardless of time of day or season, applies that credit only against electricity usage charges, and carries any remaining credit to later bills.
The contractor submits an interconnection application to SMUD through its online PowerClerk portal, and the City of Sacramento Community Development Department's Building Division issues the residential solar permit, including automated permits through SolarAPP+ for licensed contractors.

Common questions in Sacramento

Does NEM 3.0 apply in Sacramento?

No. The CPUC Net Billing Tariff covers PG&E, SCE and SDG&E customers. SMUD sets its own solar rules, and new solar customers since March 1, 2022 are on its Solar and Storage Rate.

I already have solar on SMUD's older net metering. What happens?

SMUD says existing net energy metering customers can remain on that rate through December 31, 2030. A customer who expands the system beyond the limits SMUD sets, or who adds battery storage with a SMUD incentive, moves to the Solar and Storage Rate.

How is a SMUD solar system sized, and can the export rate change?

Under Rate Schedule SSR, the system is intended to offset up to 110 percent of the customer's own electrical requirements, and residential customers must be on SMUD's Time of Day rate. SMUD updates the export compensation rate every four years starting in 2026, with Board approval, and the current update took effect June 1, 2026.

Is there still a federal tax credit for home solar?

The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
