The Kansas City Board of Public Utilities (BPU), a municipal utility, provides electric service in Kansas City, Kansas, and describes its electric service territory as 127.5 square miles within the Kansas City, Kansas, area. The Unified Government's list of utilities that operate in Wyandotte County through local or state franchise agreements names both BPU and Evergy for electricity.
Section 15.00 of BPU's Electric Service Policies provides net metering for small systems rated to generate less than 20 kVA single phase or 170 kVA three phase, measuring net energy with a single bidirectional meter each billing period. When a home sends more energy to the grid than BPU supplies in a billing period, the extra kilowatt hours are credited at 100% of BPU's current Energy Rate Component, and the home still pays charges such as the customer charge and facilities charge. BPU's policy also forbids lease or consignment arrangements in which a third party owns or operates the system.
The Unified Government of Wyandotte County and Kansas City, Kansas issues building permits and inspections, and its Building Inspection division in the Neighborhood Resource Center takes residential building permit applications and electrical permit applications by email. BPU's policy says that once the Unified Government inspects and releases the permit back to BPU, the homeowner must sign a written Interconnection Agreement with BPU before operating the system.
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
