Evergy Kansas Central serves homes in Topeka, and Evergy says its Kansas Central service area includes customers in Topeka, Pittsburg, Wichita and other communities in the eastern third of Kansas. Its Net Metering Rider is part of the tariff approved by the Kansas Corporation Commission.
Under the Net Metering Rider, which applies to residential and commercial customers in good standing with renewable systems up to 150 kW, Evergy nets the power a home uses against the power it exports over each billing period, or separately for the peak, off peak and super off peak periods on a time of use plan. When exports exceed use, the home is charged the minimum monthly bill and the extra kilowatt hours are credited at 100% of Evergy's monthly system average cost of energy, which Evergy describes as a wholesale rate. Evergy says leftover credit rolls over to the next month, but any balance left after 12 months expires and is not paid out.
The City of Topeka's Development Services Division, part of Planning and Development, handles permit processing, plan review and field inspections, and the city's building permit page lists roof mounted solar panels under the Residential Exterior Alterations permit in the city's permit portal process. Evergy also requires a passed city or county inspection report before it exchanges the meter, and it asks customers not to turn the system on until the meter exchange is complete.
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
