DTE connects new home solar systems through its Rider 18 Distributed Generation Program, which bills inflow at the retail rate on the customer's rate schedule and credits outflow based on the power supply part of that rate, including the Power Supply Cost Recovery factor. Outflow credits can offset all electric charges except securitization charges, and extra credit goes into an excess generation bank that carries forward and does not expire. Older Rider 16 net metering sites move to Rider 18 when they reach their 10 year anniversary in net metering.
The City of Ann Arbor's Building, Rental and Inspection Services takes permit applications, including electrical trade permits, through the city's STREAM online permit portal. Most residential solar installations qualify for expedited permitting that requires only an electric permit, but rooftop systems with battery storage are not eligible for the expedited route. DTE also requires an approved electrical inspection sticker, signed and dated by the local governing authority, before it schedules a site visit.
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
