Solar in Detroit: your utility and the rules
Most homes in Detroit get their electricity from DTE Electric Company, an investor owned utility regulated by the Michigan Public Service Commission. Under DTE's Rider 18 Distributed Generation Program, you pay the retail rate on your rate schedule for power you draw from the grid, called inflow, and you receive a bill credit for extra solar power your system sends back, called outflow, with any unused credit carried forward to later bills. Before your system can operate, an interconnection application is filed with DTE, you sign an Interconnection Agreement, and an electrical permit is obtained from the city's Buildings, Safety Engineering and Environmental Department.

Does DTE still offer net metering in Detroit?
New solar customers in Detroit join DTE's Rider 18 Distributed Generation Program, which bills inflow and credits outflow. DTE's older net metering rider, Rider 16, is closed to new applicants.
How does DTE credit extra solar power sent to the grid?
DTE measures outflow, the solar power your home exports, and credits it at the power supply rate for your rate schedule plus the Power Supply Cost Recovery factor. The credit is applied to your electric bill, and any unused credit carries forward to future bills at the same home.
What do I need before connecting solar to the grid in Detroit?
You or your installer submit DTE's interconnection application online through its PowerClerk portal, and you sign DTE's Interconnection Agreement yourself. The city's Buildings, Safety Engineering and Environmental Department issues electrical permits, and DTE asks for an approved electrical inspection sticker from the local authority before its site visit.
Is there still a federal tax credit for home solar?
The federal residential clean energy credit, section 25D, ended for home solar expenditures made after December 31, 2025, under the law signed July 4, 2025. The IRS treats the expenditure as made when installation is completed, so a system completed in 2026 does not qualify even if it was paid for earlier.
